Now Tatkal Scheme for reserved classes in Passenger Trains as well
The Tatkal scheme was initially introduced in 1997 with a view to provide reservation to those passengers who have to undertake journey at short notice and to save such passengers from the clutches of unscrupulous elements/touts. At present, this scheme is available in almost all Mail/Express trains and in all reserved classes except First Class and First AC Class.

Ministry of Railways has now decided to introduce Tatkal scheme in reserved classes of passenger trains also. The Tatkal scheme in the passenger trains will be available in the reserved classes (2nd AC, 3rd AC, 3rd AC Economy, Chair Class, Sleeper Class and 2nd reserved sitting). For this purpose, Zonal Railways will identify the passenger trains and earmark Tatkal accommodation in that train/class in which average utilization during the previous financial year has been more than 60%. The extent of accommodation to be earmarked will be the same as applicable in case of normal Tatkal scheme. The minimum Tatkal charges prescribed for different classes will be applicable as flat Tatkal charges. All other conditions applicable to normal Tatkal scheme will be applicable in case of identified passenger trains.

The Zonal Railways will issue train specific notification and date of effect of this scheme at their own level.

Silvana Pasini loves the world of flowers, which is where she identifies her ability to translate her inner strength into delicate refinement. She also pays homage to nature, conveying different atmospheres of rare beauty.
 Elisa Brindani portrays the delicateness of the female figure, the kindness of a detail and the sinuosity of a movement. She investigates and brings value to the female figure- through a harmonious use of colours which she has carefully juxtaposed with shapes and detailed precision.
For Elena Brindani, the horse has been is a key to understanding nature and its graceful appearance but the wild connotations also appears docile and gentle while living in contact with the other forces of the earth. Elena delves into detail, reproducing the image with almost photographic accuracy. Her decisive palette measures the shapes being conveyed, alternating colour, and playing with contrasts in a way that engulfs the viewer.

Biographies
Silvana Pasini:
Silvana Pasini, who was born in 1954, started painting with the greatest of ease during her childhood. It immediately became clear that, not only did she have talent, but also a great passion that accompanied her to adulthood. She enrolled at the academy of fine arts in Bologna. In the meantime, what had started as a hobby had developed into an actual profession,from a small laboratory at home to the opening of several studios in different areas in Italy. Pasini prefers to paint flowers in all their variations and shades, from the nuances of one single petal to the play of light and shade of beautiful large english roses where the elegance of the compositions also stands out well through the impressive dimensions of the canvases.
Elisa Brindani:  
Elisa Brindani was born in 1976 and from an early age, inherited her mother Silvana Pasini’s capacity for representing colour. After her studies she followed in the footsteps of her mother. In her paintings she always wishes to emphasize the elegance and grace of the female figure and has been departing from her mother’s style from the beginning by creating an evocative world with female figures. Whether they are ballerinas, posed individuals or simply details of overwhelming garments, they always bear witness to a lively and refined technique.
Elena Brindani:
After ending her education in natural science. Elena Brindani, who was born in the year 1980, turned her interest in nature into the pre-eminent family language. Painting, she first dedicated herself to majestic landscapes and then started focusing on the power of one single figure by placing it fully in the foreground. This is how her impressive horses started, sometimes represented strikingly in a proud portrait, at other times in full action during horse races or simply depicted in a sober fashion.

The Minister of State for Commerce & Industry Dr. (Mrs.) D. Purandeswari presented the Export Promotion Council for EOUs and SEZs (EPCES) Export Awards to EOUs and SEZs for Outstanding Export Performance here. The awards were presented for recognizing the meritorious efforts of EOUs and SEZ Units for their outstanding export performance for the year 2010-11. The awards were presented in the fields of gem & jewellery, engineering, plastic products, electronic, computer hardware, services, ready-made garments, handicrafts, chemical & allied products, textile products, food products etc.

Speaking during the occasion, Dr. (Mrs.) D. Prandeswari informed that India is one of the fastest growing economies in the world and its market has significant potential for high profitability. The SEZ Scheme, which is operating in more than 130 countries, in one form or another, is contributing effectively in bringing investments, new technologies, best managerial practices. The Scheme all over the world helps in increasing exports, employment, manufacturing and value addition. “Our experience with the scheme, specifically after the enactment of SEZ Act has been very encouraging”, said the Minister.

The Minister further informed that the Ministry of Commerce & Industry has taken steps for resolving issues of EOUs and SEZs. The EOU Scheme has also been reviewed after the withdrawal of income tax benefit. But the Minister further added that “still there are challenges which are to be addressed like, such as the imposition of MAT, DDT, etc.”

Dr. (Mrs.) D. Prandeswari said that India is a country which has restored investor’s confidence in its markets even during the difficult times. She was of the view that despite these difficulties, Indian markets have fared well in recent times.

While addressing the august gathering, Shri Rajeev Arora, Joint Secretary, Ministry of Commerce & Industry congratulated all the export award winners for their relentless efforts for export promotion. “EOUs/SEZs are engines of economic growth of the country and are complimentary to each other. This sector is playing a vital role in our country’s exports. The exports from EOU/SEZ Sector are to the extent of Rs.5, 56, 295 crore during 2012-13 with a contribution of 34% to national exports. This sector is generating employment to approximately 15 lakhs people in the country,” informed Shri Arora.

While welcoming, Shri P.C. Nambiar, Chairman, EPCES informed that there is an export growth of 16 times from EOU and SEZ Sector since inception of the Council in 2003 and the contribution of this sector to national exports during 2012-13 is 34%. He said that “EPCES is continuing the process of organizing Open House Meet of EOUs and SEZs in different parts of the country for resolving the issues of EOUs and SEZs.”

Hon’ble Minister of State for Commerce & Industry presented the export awards to EOUs and SEZ Units. Some of the prominent awardees are M/s Reliance Industries Ltd., M/s Aurobindo Pharma Ltd., M/s Shree Ganesh Jewellery House, M/s Moser Baer India Ltd. among others.

While proposing vote of thanks, Shri Sanjeet Singh, Director (SEZ), Ministry of Commerce & Industry and Director General, EPCES thanked all awardees who have shown their excellent performance for achieving export awards. He also mentioned that those units who have not been awarded today but their efforts will also be recognized for performing the excellent performance in the years to come.

President of India Launches Khadi Mark ahead of Gandhi Jayanti
The President of India, Shri Pranab Mukherjee launched the Khadi Mark here today. The Mark is expected to provide a much needed identity to the Khadi as an assurance of purity and genuineness to customers to boost its sale, as a part of the ongoing reform measures in the sector to re-invest it in keeping with the changing time. With the introduction of Khadi Mark, no textile can be sold or otherwise traded by any person or institution as Khadi or Khadi product in any form or manner without it bearing a Khadi Mark tag, sticker or label.

The Ministry of Micro, Small and Medium Enterprises notified the Khadi Mark Regulations 2013 in the Gazette of India on 22 July 2013 to ensure the genuineness of Khadi i.e. hand spun and hand woven, containing natural fibers (cotton/wool/silk), produced in India. KVIC is the Nodal Agency to monitor, verify and enforce the genuineness of products being sold as Khadi.

Speaking at the occasion the President said that he was pleased to launch the Khadi Mark. The word, ‘Khadi’, has a deep emotional connect with every Indian. It has distinction of being the only cloth used in making our National Flag. It conjures up feelings of national pride. It is one of the most valued contributors of our national heritage. Khadi has an admirable history behind it. It is synonymous with our freedom struggle. Both as a symbol of self reliance and a credible instrument for rejuvenation of the rural sector, Khadi instantly brings to our minds its profound association with Mahatma Gandhi, the Father of this nation.

The President further added that Khadi has over the years, kindled hope for over a million artisan families to rise above deprivation and backwardness. It remains an important vehicle for the development of rural India. It is way of life for many in our country. There are at present around 10.45 lakh Khadi artisans of which seventy per cent are women. The Khadi industry has boundless potentiality. The President expressed his happiness on the efforts made by the Ministry of MSME to revitalize this sector through a slew of schemes and programmes.

The President said that Khadi Mark is a novel initiative and it will indicate the quality and genuineness of a Khadi product. It will provide a distinct identity for positioning and brand building in the domestic and international textile markets.

Highlighting the key aspects relating to Khadi reforms and Khadi Mark Shri K. H. Muniyappa Minister of State (I/C), MSME said that to augment the vision of Mahatma Gandhi in line with “Swadeshi Movement” and “Gram Swarajya”, the Khadi & Village Industries Commission (KVIC) was established in 1956 under the KVIC Act. There are around 2300 Khadi Institutions all across the country involved in the propagation of Khadi, providing employment opportunities to over 10.71 lakh artisans mostly women, to earn their livelihood. The Minister was pleased to announce that Khadi production during the last financial year 2012-13 has been to a tune of about Rs.762 crore in terms of value.

The Minister stated that “According to Gandhiji “Har haat ko kaam – har karigar ko samman” and Khadi and village industries have got the potential to provide work without displacing the artisans from their root.

The Minister stated that Khadi signifies purity, self reliance, dignity of labour, swadeshi, and non-violence. Charkha symbolizes growth and development.

The Minister further highlighted the role and importance of Khadi sector in India and said “Government is supporting implementation of Khadi programme throughout the country and it is now considered as a potential tool for generating employment at the door steps of rural artisans with extremely low capital investment”.

The Minister said that the primary objectives and benefits of introducing Khadi Mark is to create a distinct identity of Khadi, to guarantee the genuineness of Khadi, to improve customer/consumer awareness and to increase popularity of Khadi.

The Minister added that the Ministry of MSME through KVIC at the gross root level for the most needy traditional artisans and entrepreneurs in the rural areas with the help of more than 5000 institutions, and around 2300 of them working for the development of Khadi. Moreover through 2.23 lakh enterprises assisted under the Scheme of Prime Minister’s Employment Generation Programme (PMEGP) creating employment for around 20.42 lakh persons. To harness the potential of Khadi sector in its full capacity it was underlined that “the comprehensive reform package of Rs.717 crore initiated by the Ministry under Khadi Reform and Development Programme (KRDP) funded by Asian Development Bank enables the Khadi sector to compete in the market and participate in the growth trajectory”.

The Minister emphasized that, Under the Khadi Reform Development Programme (KRDP) direct assistance to 300 existing Khadi institutions will be extended and 50 new Khadi Institutions will be organized and managed on Entrepreneurship Model and Khadi and village industries have got the potential to provide work without displacing the artisans form their root. It was also highlighted that the KVI sector comprising of khadi and village industries is so far providing employment to more than 1 crore artisans, entrepreneurs and their families living in rural areas.

Mumbai, Vizag, Delhi, Indore, Bangalore, Assam, etc. The event held over the weekend here at a city school premises with workshops, showcase, battles & competitions was participated by 80 young Hip Hop lovers. In the results announced late evening on Sunday, Hyderabad’s Bboy Ex-t from Proximity Crew emerged as the champion in Top Rock category in Break Battles, while Sohail Singh from Vizag was adjudged as the Runner-up. In the Footwork category in Break Battles, B-boy Dr. Blaze from RSU Crew, Hyderabad was adjudged the winner while B-boy Illusion from Funky Disorders Crew, Mumbai was the Runner-up. In the Crew on Crew, it was the FNS Crew from Bangalore that won the prize. In the House Battle, it was Superhit from Famous Crew, Mumbai who was the winner, while in the All Styles Battle which had a two on two competition, King and Superhit, Famous Crew from Mumbai were declared the winners. Sphere FX from Mumbai won the Beat Boxing championship. More than 300 dance lovers witnessed this unique and day long festival.

All the winners were given Cash Prizes besides Gifts and Certificates. The Winner of Break Battles got cash prize of Rs 20,000; House Battles Rs 3000/-, All Styles Battles Rs 5000/- and Beat Boxing Battles Rs 5000/-.  Speaking on the occasion, Ram, Artistic Director of RAM’s Step Up Dance Company, the organizer of this unique event said that the Hip Hop culture is fast catching up in Hyderabad. The objective of the Festival is to unite the hip hop lovers and artists all over the country and showcase and cultivate Hip Hop in its truest form, Ram said. Ram’s Step Up Dance Company, the Hyderabad based premier dance school takes the pride in conduct the event on a national platform with the guest faculty and judges who are well known and respected artists in the field of HIP HOP, Ram said.

The Judges of the Celestial Cyphers 2013 included Breaking category — Bboy Bunny (from ROC Fresh, Mumbai); House Battles category —Yash Mhatre from Kundu’s House Project, Mumbai; All Styles category — Elvis a.k.a. Style E from Kundu’s House Project, Mumbai. Top rock, Footwork, Freezes and Power moves were the parameters on which the dancers were judged. The Judge for Beat Boxing was Jaydeep Hora from Indore, another judge was DJ Lethal A from Bangalore.

Second year in a row, the Festival and Competitions were held in various style of Hip-Hop which include Break Battles, House Battles, Beat Boxing Battles and All Styles Battles. The atmosphere at the venue was filled with excitement and energy as the young ones danced enjoying the day. Back to back battles such as breaking, housing, all styles and beatboxing and special performances by Deaf way, Furor, Twist n Turns, etc. were held --- making the event huge and fun filled with healthy competitive spirit. Even the Judges took to the stage much to the delight of the audience.

Speaking on the sidelines of the Celestial Cyphers, Elvis a.k.a. Style E, a House, Hip Hop and All Style Dancer and Trainer said that Hip-Hop culture is just taking off in India. First started in India in 2006, it has just started and is still in growing stage in Hyderabad. Based on the number of enthusiastic dancers that he has seen here in city, he said that Hyderabad will grow much faster than Mumbai. It just needs more teachers. Elvis said that it is mostly guys who are coming forward, but even girls can too take up the dance form. Hip Hop is not just head-spins, but Top Rock, Footwork, etc. also count, he opined. Hip Hop can be just a hobby or a way to stay healthy and active or it can be taken up professionally to make a living, he said.

Judge for Beat Boxing Jaydeep Hora said that Beat Boxing is still new in India and has witnessed much growth in the last two years. Beat boxing is the art of producing musical sounds, drum beats, etc. using one's mouth, lips, tongue, and voice. It is very popular in Mumbai and Bangalore, he said.

People around the world assume Hip–Hop to be just a music genre / dance style, but it is more than it. It is a culture to all the Hip-Hop pioneers with no limitations/boundaries for innovation. This culture has been evolving continuously ever since. Hip-Hop precisely has four strong pillars viz. B-boying / Breaking; Graffiti;     Djing; Beat boxing/Emceeing. IndiaPost launches Mobile Money Transfer Service With BSNL in Karnataka
IndiaPost, in association with the Bharat Sanchar Nigam Limited (BSNL), launched “Mobile money transfer” service in the Karnataka Circle.The service is available in over 7,000 post offices across 13 States as of now. In Karnataka, the service is available at more than 400 post offices, of which 340 are in villages.

Spelling out the difference between India Post’s mobile money transfer and inter-bank money transfer during the launch, M.S. Ramanujam, Chief Postmaster-General, Karnataka Circle, said this service is confined to India. “We are the first players to provide this service in the domestic market. This is expected to help many sectors including migrants who are working in different States and who want to send money to their family members in different places,” he said.

Chief General Manager, BSNL, R.K. Mishra said the service would benefit rural masses as there are more than 1,500 post offices in Karnataka. “I expect that the service will be extended to all the post offices across the State,” he added.

How to use: To use the service, senders would need to visit the post offices in the region where the service is available, deposit the amount and give the receiver's details. After this, they would get a 16 digit transfer code on his mobile phone, which they would need to send to the recipient via SMS. The recipient can claim the money at a nearby post office, by showing the transaction code and verifying his identity. Receipent also needs to withdraw the money within 7 days of transaction. The Department of Post had previously said that it intended to connect all 1,55,000 post offices, across the country.

Charges: While telecom minister, Kapil Sibal, has urged both the departments to not charge a fee for transfer of money for the BPL category, the fee has not been waived off yet. So anyone using this service, in BPL category or otherwise, will be charged Rs 45 for sending money in the range of Rs 1000-Rs 1500, Rs 79 for funds ranging between Rs 1501-Rs 5000 and Rs 112 for money transfer in the range of Rs 5001- Rs 10,000.

Leslie Lewis and Mumbai bands perform ‘Mumbai ki Dhadkan’ at the ‘Mumbai Heart Concert’

Lesle Lewis and young Mumbai rock bands performed at the Mumbai Heart Concert on the eve of the World Heart Day that is celebrated on September 29 all over the world. At the heart of the concert was the Leslie Lewis-created and Fortis Hospitals-produced anthem for Mumbai, titled ‘Mumbai ki Dhadkan’.

The anthem and concert are an initiative of Fortis Healthcare Limited, one of India’s largest private healthcare chains, especially for Mumbai and its citizens. The anthem is part of a larger campaign of Fortis that is urging Mumbaikars, especially the youth, to take care of their hearts for a better quality of life. Under the ongoing campaign, and apart from the anthem and the concert, Fortis Hospitals is organizing month-long heart camps in various localities of Mumbai. In the camps, Mumbaikars are being checked for potential heart risks and are being advised on dietary and lifestyle precautions to be undertaken.

Supreme Court hearing on Clinical trial case by Swasthya Adhikar manch

"No  Clinical trial on Global clinical trials including New Chemical Entities without proper mechanism  -" Supreme Court

The writ petition filed by Swasthya Adhikar Manch came up for hearing today before the bench of the Supreme Court consisting of Justice R.M Lodha and Justice Mr Singh...... This case was filed in February, 2012 and this is the seventh hearing of the case, last hearing was held on 26th july, 2013.

In the last hearing, the Hon’ble Supreme Court had directed Secretary , Ministry of Health and family Welfare to organise a meeting of all chief Secretaries / Secretary from all states to discuss all the facets and aspects concerning legal framework for strengthening  the regulation of clinical trials and other incidental matters. They had also asked the Government to take opinion of Petitioners, National Human Rights Commission and NGOs.

Today Mr. Sanjay Parikh Senior Counsel of Swasthya Adhikar Manch had argued that highlighted the facts contained in the  two affidavit filed by the Ministry of health and family welfare. In the additional affidavit filed by the Ministry of Health and Family Affairs it was stated that out of 475 New Chemical Entities only 17 were approved for marketing which comes to less than 4%. But in these clinical trials 2644, persons died out of which only 80 deaths were attributed to clinical trials. Similarly, out of 11972 SAEs, 506 alone were attributed to clinical trials. He mentioned that total 259 applications regarding NCEs/NMEs have been recommended for approval between 3rd July 2013 to 31st August 2013 out of them 162 have been approved for clinical trials by Drug controller General of India.

The Petitioners in their earlier affidavit had already  pointed out that due to Clinical trials of New Chemical Entities/ New Molecular Entities (NCEs/NMEs) though the Ministry of Health and Family Welfare had mentioned 164 deaths in the year 2010, out of which 125 alone had  died on account of clinical trial of Rivoroxaben by Bayer but  in the letter which was written by Ministry of Health and Family Welfare dated 26.04.2011 to the Lok Sabha Secretariat as many as 671 cases of death occured in the Year,2010 alone, as per Annexure B  to the said letter  89 deaths took place in 2010 alone due to clinical trials as against 80 which Ministry of Health and Family Welfare claiming from year 2005 to 2012. The list of drug companies that conducted the trials included several pharmaceutical companies such Bayer, Eli Lilly, Pfizer, Sanofi Intas, Merck, Boahringer, Astrazeneca, Novartis, etc.

Counsel for Swasthya Adhikar Manch- Mr. Sanjay Parikh mentioned that the reason for so many deaths is because NCEs/ NMEs are being tested on Indian citizens without following the regulations and taking necessary precautions taking advantage of poverty and tardy implementation including corruption. It was also urged by the Counsel that the clinical trial of NCEs/ NMEs is not at all beneficial to the Country and therefore, should not be allowed.

As per the letter dated 26.04.2011 written by the Ministry to Lok Sabha Secretariat, from the year, 2005 to 2010 alone 1243 global clinical trials has been permitted.

In the other letter dated 06.06.2011 by DCGI it has been mentioned that out of 645 cases of death response has been received only in 300 cases and out of 300 in only 2 cases compensation and treatment expenses have been paid.

The Court has given 10 weeks time to the MOHFW to come out with the actual implementation of the suggestions given by State Government, NHRC, Petitioner and NGOs to strengthen the regulatory framework of clinical trials in the country.

Mr. Sanjay Parikh also represented the Bhopal Gas Peedith Mahila Udyog Sangathan (BGPMUS) and the Bhopal Gas Peedith Sangarsh Sahayog Samiti (BGPSSS) who are interveners in this case.
The Supreme court has also issued in the application filed by Swasthya Adhikar Manch where investigation has been sought by facing reliance on 72nd Parliamentary standing Committee on health and family welfare report dated 30th August 2013 where in , it has been recommended that action should be taken against PATH, State Government of Andhra Pradesh and Gujarat, ICMR, and other Government officials including Drug controller General of india. In the said case HPV vaccine was given to 14091 girls in Khammam district of Andhra Pradesh and 10686 girls in Vadodra Gujarat. These girls were between age group of 10-14 and 7 girls were died due to vaccine.
The Court appreciate Mr. Sanjay Parikh, Senior Counsel and Swasthya Adhikar Manch to bring to notice the fact that Indian citizens are being exploited by multinational drug companies and without proper regularatory framework clinical trials happening in the country.

STMicroelectronics (NYSE: STM), a global semiconductor leader serving customers across the spectrum of electronics applications, today announced that the just-launched Brain Sentry Impact Sensor™, a lightweight helmet-mounted impact-monitoring device, uses ST’s MEMS accelerometer to monitor head impacts that may cause concussions or other brain injuries.
ST’s low-power, high-g tri-axial accelerometer integrated in the Brain Sentry Impact Sensor accurately measures acceleration in all directions produced by collisions. The data collected and reported by the Brain Sentry Impact Sensor allows coaches, trainers and doctors to monitor players after every hit, with the goal of identifying players who should be further evaluated and reducing the number of sports-related brain injuries.
“The risk of concussion increases as the acceleration experienced by an athlete’s head increases,” said Greg Merril, co-founder and CEO of Brain Sentry. “Our goal with the Brain Sentry Impact Sensor is to optimize the ability to predict injury, and the ST MEMS accelerometer’s high degree of accuracy is critical to the achievement of that goal.”

The small size of the ST MEMS accelerometer has enabled Brain Sentry to produce a light (1-oz) compact device that simply sticks to the back of any helmet. The accelerometer’s low power consumption with the sophisticated battery-life management system developed by Brain Sentry ensures the impact sensor can be used for a full year without charging. The device is also fully sealed and waterproof.
